County joins City in new planning commission

By Al Owens

Meeting in a brief session recessed from the regular August 9 meeting the Lewis County Fiscal Court took action last Thursday to join the city in two separate ventures.

The court moved to unite with the city of Vanceburg to form a Countywide Planning Commission.

The court also adopted a resolution to reapply for joint funding with the city in behalf of the Lewis County Health Department. The city and county each qualify for Community Development Block Grants of $500,000. By combining for the application they can apply jointly for grants totaling $1 million.

The funds would be used to help construct a new Health Department building.

According to Amy Kennedy from the Buffalo Trace Area Development District notification was received about two weeks ago that the funding for the previous joint application was not rewarded during the 2003 round because of a lack of funds. However, the state has informed BTADD to go ahead and proceed with the 2004 application.

Kennedy said that the Health Department project is now on the state's radar screen and is a very eligible project.

County Judge Executive Steve Applegate told the court that he wanted the minutes to reflect that Mountain Enterprises and Brown Construction Company have agreed to the court's proposal for blacktopping county roads. Under the proposal Mountain Enterprises will do the initial treatment and Brown Construction will do the resurfacing work.

Weapons found, man charged

A Lewis County man was charged last week when Lewis County Sheriff's deputies showed up at the man's house with an arrest warrant.

Deputy Johnny Bivens said deputies went to the Rock Run home of Rodney Dean Corns, 30, and while executing the warrant, deputies located 13 long guns inside the residence along with marijuana, scales, rolling papers and an unidentified white powder substance.

Bivens said Corns was arrested and charged with possession of a firearm by a convicted felon, trafficking in less than eight ounces of marijuana, second offense possession of drug paraphernalia and possession of marijuana under eight ounces.

He said one of the seized firearms was determined to be stolen and has been returned to the owner. Bivens added that more charges are pending against Corns.

The incident remains under investigation by Bivens, Sheriff Bill Lewis, Deputies Dwayne Stone, Tom Polley and Mark Snedegar.

Fire destroys Tollesboro home

A fire Friday in the Mountainview Subdivision in Tollesboro destroyed the home of William and Glenda Riggs.

No one was at home at the time, and a Tollesboro Fire Department spokesman said it appeared the cause of the fire, which began behind a computer, was electrical in nature.

The Riggs and their four children, ages 5 to 14, lost everything in the blaze. They had no insurance.

The family spent the weekend clearing away debris and is currently staying with relatives in Orangeburg.

Anyone wishing to assist the family may contact them at 606-742-9536.

Two charged after credit card stolen

The Lewis County Sheriff's Department is investigating a burglary last week at the home of Robert and Sherry Brewer at Black Oak.

Deputy Dwayne Stone said the call was received early Tuesday and when he went to the home, he found the home had been broken into through a kitchen window. He said a credit card and $30 in cash were reported missing.

Stone said that a short time later, the department received a complaint that two suspects were using the credit card to buy cigarettes and gasoline at the Garrison BP station and then allegedly used the card to rent a room at the Stone Haven Inn on Lions Lane in Vanceburg.

He said Jeremy McAdams, 25, and Mark Horsley, 21, both of Vanceburg, were taken into custody, charged with second degree burglary, public intoxication and refusal to take a chemical test.

They were lodged in the Lewis County Detention Center. Stone said additional charges are pending.

Assisting Stone in the investigation was Vanceburg Police officer Mark Jordan.
