Bomb threat results in evacuation of buildings

A telephoned bomb threat resulted in the evacuation of the offices of the Lewis County Justice Center and Lewis County Courthouse last week. Workers and others were allowed to return to the facilities after no explosive devices were located.

A spokesman with the Lewis County Sheriff's Office said the call was placed to the Court Clerk's Office in the Justice Center at about 10:15 a.m. Thursday. The deputy clerk who answered the call immediately notified the sheriff's office and other workers.

The spokesman said the caller reportedly told the deputy clerk that as many as three devices had been placed in the area of the justice center but did not indicate where they may be.

The spokesman said the offices in the justice center were evacuated and, as a precaution, the adjacent courthouse was also evacuated while officials looked for suspicious items.

The court clerk's office, courtrooms and judge's chambers are located in the justice center. Offices in the courthouse include PVA, county clerk, judge executive, county attorney, county treasurer and sheriff's office. A spokesman said all offices except the sheriff's office were evacuated during that time.

Deputy Tom Polley said the call was apparently a hoax, although all such calls are taken seriously. He said those involved in the threat will be charged and prosecuted.

Officials gave the all clear signal and workers wanting to return to the buildings were allowed to do so at about 11:00 a.m. Most of the workers were reportedly able to return and services were resumed.

Troopers with KSP Post 8 assisted in searching the buildings. Anyone who may have information on the person or persons making the threat should contact authorities.

PSHH "green" house now complete

The newest home in Vanceburg is one of the “greenest” homes in the Commonwealth, according to People’s Self-Help Housing Executive Director Dave Kreher.

Kreher said work was recently completed on the new home at 120 Rowley Street in Vanceburg. PSHH workers and Glenmary volunteers joined efforts to finish up the project for an open house on Saturday. Another open house will be on Wednesday.

Kreher said the new home was built according to standards set by the Leadership in Energy and Environmental Design (LEED) for Homes, an internationally recognized green building certification program.

Kreher says the LEED program awards points for energy efficient and environmentally friendly building practices as verified by a third party inspector. The more points that are awarded, the higher the level of certification the house receives. 

The levels of certification from lowest to highest are: Certified, Silver, Gold, and Platinum.  

In light of increasing energy costs, PSHH realizes the importance of constructing extremely energy-efficient homes to reduce energy usage and keep costs affordable,” Kreher said.

“During the past 18 months, PSHH has constructed seven affordable Energy Star certified new homes in Lewis County that have been rated to use one third less energy than new homes using standard construction methods,” he added.

Kreher said green homes use less energy, water and natural resources and produce less waste, not only during their construction, but also throughout the life of the home. 

“Green homes are typically a little more expensive to build than comparable conventional homes.  However, since green homes use less energy and are more durable, they are much less expensive to maintain resulting in greater savings for the homeowner for years to come,” Kreher said.

He said that during the construction of the home, regular inspections took place to verify the project was on the right track.

Kreher says there are eight areas under scrutiny during the planning and construction process:

*Indoor Environmental Quality. The quality of the air indoors is often two to five times worse, and occasionally more than 100 times worse, than outdoor air, according to the U.S. Environmental Protection Agency. A LEED home is designed to maximize fresh air indoors and minimize exposure to toxins and pollutants.

*Energy Efficiency. The average American household spends around $1,500 every year on energy bills, according to the US government’s Energy Star program. Based on average Energy Star scores of LEED homes built so far, they have the potential to use 20 to 30 percent less energy, and some up to 60 percent less energy, than a home built to the International Code Council’s standards for minimum energy efficiency. Less energy use means lower utility bills every month through the life of a house.

*Water Efficiency. Wasteful water use is both costly and risky, as population growth and a changing climate make clean, safe water an increasingly scarce resource. It is also directly tied to wasteful energy use: As much as 1/4-1/2 of the electricity used by most U.S. cities is consumed at municipal water and wastewater treatment facilities according to the US Department of Energy. LEED homes use innovative strategies to reduce a home’s water use and to find creative ways to reuse water.

*Site Selection. The old truism about prime real estate – location, location, location – is especially true of green homes. LEED encourages homes that are close to schools, shopping, work and transit, maximizing your quality of life and reducing the amount of time you waste in traffic.

*Site Development. During construction and beyond, a home can cause erosion, interfere with natural habitats and pollute waterways through stormwater runoff. LEED homes avoid destructive construction practices and have landscaping and other elements that protect the land where the home sits.

*Materials Selection. The materials and resources that go into a home can be carefully selected from sustainably harvested, responsibly processed sources – or they can be wasteful and contribute to habitat destruction. LEED homes use recycled, reclaimed and responsibly obtained materials everywhere possible.

*Residents' Awareness. LEED is proactive in educating homeowners and renters about a home’s green features and how to get the highest performance from them. A LEED home also stands as an example to the community of a well-built home and encourages others to live the same.

*Innovation. LEED encourages builders and designers to find innovative ways to increase a home’s performance, taking into account local and regional needs and promoting durability for a long-lasting, comfortable home.

Independence Day events are this weekend

Fun and fireworks are planned for this weekend in Vanceburg and Garrison for residents to celebrate Independence Day.

The Garrison Fire Department’s Family Fun Festival will be Friday and Saturday with live music planned for each evening from 6:00 p.m. until 10:00 p.m. and other events for the entire family.

The Last Call band is scheduled for Saturday evening’s entertainment and there will be inflatables for the kids, games for everyone, a dunking booth and lots of good food.

The fireworks display is set to get underway at about 10:00 p.m. Saturday and no alcohol or outside fireworks will be allowed on the premises. Since seating is limited, festival goers should take along blankets or lawn chairs to enjoy the entertainment.

Vanceburg Police Chief Joe Billman said events will be held throughout the day Saturday in Vanceburg and will be capped off with a fireworks display at about 10:00 p.m.

The Annual Jim Bob Brown Memorial Catfish Tournament will begin at 7:00 a.m. with sign-in at the firehouse on Front Street in Vanceburg.

The annual baby show will begin at 10:00 a.m. on the third floor of the Lewis County Court House. At Noon a DJ with Karaoke will be entertaining at Scott Memorial Park on Front Street while country and bluegrass music with Craig Carroll will be going on at Veterans Memorial Park at the corner of Main and Front Streets.

 

Between 1:00 p.m. and 3:00 p.m. Saturday, you can meet the George Morgan Thomas Family, portrayed by actors, at the George Morgan Thomas Visitor’s Center.

A cruise-in, hosted by Dobo’s Cruisers, is planned Saturday evening from 6:00 p.m. until 10:00 p.m. in the parking lot adjacent to the Depot Museum.

The Vanceburg fireworks display will be over the Ohio River.

Billman said food and vendor booths will be operating in Vanceburg throughout the day and spaces for vendors remain available. There is no charge for electricity and water for the booths. For information call 606-796-3044.

GVFD hosts training day

The Garrison Volunteer Fire Department hosted a training day last Saturday with Gary Clark, a State Fire Instructor.

 Those attending the training day were members of GVFD, Black Oak Fire Department, Air Methods of Kentucky, Health Net 4, and MedCorp. The training was held to work with all the different service pro­viders; ambulance, helicopter, fire and rescue – on training exercises to work more efficiently together to provide better service to the citizens.

This course was to keep the different departments current with all the changes due to the new hybrid and propane cars as well as being a refresher course on what they already know.

GVFD members would like to thank Mike Clark's Towing and Rickett's Towing for donating the vehicles utilized in training.

Because of the hot temperatures those on hand took advantage of the rehab trailer to cool off and rehydrate.
