man charged after home is burned

A Charters man was arrested and charged with arson
last week after allegedly setting a fire that destroyed his home.
A spokesman with the Lewis County Sheriff's
Department said the department received a call about 5:52 p.m. Tuesday with
information that Fred Bevins, 71, was threatening to burn his home down.
The spokesman said the caller told dispatchers that
Bevins had poured 15 gallons of gasoline throughout the residence that he shares
with his family just off Holly Road, it was also reported that Bevins was seen
loading two firearms inside the residence.
The spokesman said Shirley Thurman, and their son,
Freddy Bevins, vacated the residence immediately and

called 911. He added calls were received shortly
afterwards reporting a large explosion at the residence.
The spokesman said when deputies arrived the
residence was fully engulfed by fire. Chief Deputy Johnny Bivens and Deputy
Gary Sparks located Fred Bevins across the road from the residence with
minor burns. He was treated by personnel with MedCorp Ambulance and
released. He was charged with third degree arson, a class D felony, and
lodged in the Lewis County Detention Center.
Tollesboro and Lewis County Fire Departments
responded to the scene, the home was totally destroyed by the fire.
Chief Deputy Bivens is continuing the investigation.
He was assisted at the scene by Deputy Joe Templeman, Deputy Jason Hill,
Deputy Gary Sparks and Kentucky State Police.

purchases Integra Bank

Integra Bank Corporation and Premier Financial Bancorp, Inc. announced
that Citizens Deposit Bank and Trust has agreed to purchase four banking offices
of Integra Bank.
The banking offices included are located in Maysville and Mt. Olivet in
Kentucky and Ripley and Aberdeen in Ohio. In addition, Citizens Deposit Bank has
agreed to acquire a pool of commercial and commercial real estate loans from
Integra.
Citizens Deposit Bank will assume approximately $73.4 million of deposit
liabilities related to the four branches and acquire $18.3 million of branch
related loans, as well as $38.1 million of additional commercial real estate and
$10.6 million of other commercial loans selected by Citizens Deposit Bank
originated from other Integra offices.
The Kentucky branches include approximately $47.3 million of deposits,
while the Ohio branches include approximately $26.1 million of deposits. Both
Integra and Citizens expect that the branch purchase transaction will have a
minimal impact on the liquidity of either company, as it has been designed to
minimize the amount of cash required from either party.
In a separate loan purchase agreement, Citizens has also agreed to
purchase $15.0 million of additional commercial loans at 98 percent of their
outstanding principal balance.
Citizens will pay a deposit premium for the deposit liabilities it assumes
and will also acquire the commercial and commercial real estate loans included
in the branch sale transaction at par value.
The final deposit premium will be determined at the closing date and is
dependent upon the deposit mix and balances at each of the branches but is
estimated to approximate 3.38percent.
The four banking offices will be sold at their book values, as will the
fixed assets. The transaction is subject to customary closing conditions,
including regulatory approval. The parties expect the loan purchase transaction
to close in the second quarter of 2010, and the branch sale transaction to close
in the third quarter of 2010.
Michael J. Alley, Chairman and Chief Executive Officer of Integra, said,
"We are pleased to make this announcement and look forward to working with
the team at Citizens to complete this transaction. We will work with Citizens to
make the transition for our customers and employees as seamless as possible and
believe this presents good opportunities for the Integra associates in these
four branches as they continue to provide exceptional service to their customers
as part of the Citizens team."
"This is the fifth sale of branch clusters we have announced in 2010
and we continue to expect additional announcements this year. We are pleased
with the progress made so far in executing the multi-step strategy we announced
in the fourth quarter of 2009 that will result in a focus on community banking
in a narrower operating footprint,” Alley said.

“We continue to execute other components of our plan, including the
sale of performing and non-performing commercial real estate loans,
reduction of our non-performing assets, aggressive reductions of our cost
structure to match our core earning capacity, aggressive marketing of our
services to community relationship customers, and a return to
profitability," he added.
Mike Mineer, President and Chief Executive Officer of Citizens Deposit

According to a release, Integra Bank expects the transaction to
improve its tier one and total risk based capital ratios by approximately 55
basis points, while increasing its tier one leverage ratio by approximately
30 basis points. The transactions are also expected to increase the parent
company's tangible common equity to tangible assets ratio by approximately
15 basis points.
After completion of this transaction, Citizens Deposit Bank will have
ten banking centers in Kentucky and two in Ohio, with total assets of
approximately $197 million and deposits of approximately $175 million.
Integra Bank Corporation, headquartered in Evansville, Indiana, is the
parent of Integra Bank N.A. As of December 31, 2009, Integra had
approximately $3.0 billion in total assets. Integra operates 69 banking
centers and 118 ATMs at locations in Indiana, Kentucky, Illinois and Ohio.
Integra Bank previously announced the sale of three Indiana branches
to United Community Bancorp of Lawrenceburg, Indiana, the sale of two
Kentucky branches to The Cecilian Bank of Cecilia, Kentucky, the sale of
five Kentucky and three Indiana branches to First Security Inc. of
Owensboro, Kentucky, and the sale of three branches to FNB Bank, Inc.
Integra Bank Corporation's common stock is listed on the Nasdaq Global
Market under the symbol IBNK.
Premier Financial Bancorp, Inc., headquartered in Huntington, West
Virginia, is the parent bank holding company for Citizens Deposit Bank and
Trust. As of December 31, 2009, Premier had approximately $1.1 billion in
total assets and $914 million in total deposits.
Through
its eight subsidiary banks, Premier operates 33 bank locations located in
Kentucky, Ohio, West Virginia, Virginia, Maryland and Washington, DC.

Garrison men charged with
drug offense

Two Garrison men were charged last week with
illegally trafficking in a controlled substance.
A spokesman with the Lewis County Sheriff's
Department said Johnny Gillespie, 32, at Tracy Rickett, 45, both of Garrison,
were arrested Monday evening after allegedly selling a quantity of Oxycontin to
a confidential informant.
The spokesman said the incident happened on Garrison
Lane at Gillespie's residence. He said both Rickett and Gillespie were in
possession of the marked money used in the transaction.

The spokesman said when deputies raided the residence
they discovered quantities of prescription medications and marijuana, some of
which had been concealed in a light fixture in one of the living areas of the
residence. He said records of alleged drug transactions, cell phones and about
$500 in cash were seized from the residence.
Both men were charged with first degree trafficking
in a controlled substance and lodged in the Lewis County Detention Center.
The incident remains under investigation by Chief
Deputy Johnny Bivens and Deputy Dwayne Stone. They were assisted by Deputy Tom
Polley, Deputy Gary Sparks and Deputy Jason Hill.

Rafe
Gibson is Dist. Three Constable candidate

Rafe
A. Gibson has announced his candidacy for District Three Constable.
“I
have lived in District Three for 37 years,” he said. “I am a proud father
and dedicated family man.”
Gibson
says he has seen many improvements made in District Three and wants to be a part
of further accomplishments for the area.

“If
elected I will work closely with local law enforcement in any way possible,”
he said.
“On
May 18, if I am elected Constable, I will do my part in making our community a
better, stronger and safer place,” he said.
“I
believe there is no place like ours,” Gibson said. “Let me help clean up our
area.”
“I
would greatly appreciate your vote and support on May 18.”

Homicide
case closed following suspect's death

An
Indiana homicide case has been closed after the prosecutor in the case decided
to close it after a possible suspect has died.
A news release from the Indiana State Police said the 1978 Dearborn County
homicide case was closed by Dearborn-Ohio County Prosecutor, Aaron Negangard.
The release stated that on August 11, 1978, at approximately 10:00 a.m.,
Michelle Slayback, eight-years-old, discovered the body of her mother, Pennette
(Penny) J. Slayback, 28, in their home at Weaver Trailer Court in Greendale,
Indiana. The mother had been stabbed to death.
According to the release, the investigation revealed a man by the name of
Neldon G. “Kenny” Kinsel, age 32, from Vanceburg, was introduced to the
victim on August 9, 1978. A black four-wheel drive Ford pickup truck with a
white toolbox was seen in the parking area near Slayback's home after midnight
on August 11, 1978. Kinsel owned a black four-wheel drive Ford pickup truck with
a white toolbox, according to the release, and had purchased a knife at the
Dearborn County Fair but told investigators he had lost it somewhere in
Kentucky. Kinsel further admitted to investigators he had been at Slayback's
house until just after midnight on August 11.
The release stated that evidence developed during the initial
investigation was primarily circumstantial and investigators and prosecutors
felt they didn't have sufficient evidence to secure a

conviction at the time. After months of investigation, no
further evidence was obtained and the case went cold.
In 1998, the case was again reviewed by Indiana State Police detectives
and included a forensic consultation by a forensic pathologist. In the opinion
of the forensic pathologist, from a review of the initial autopsy, the time of
death occurred sometime between 11:30 p.m. on August 10, 1978, and 1:00 a.m. on
August 11, 1978, according to the release.
In January of last year Indiana State Police detectives reopened the
case and re-examined evidence and witness statements. The body of Penny Slayback
was exhumed and witnesses were re-interviewed. Detectives attempted to
re-interview Kinsel who refused to make any statements, according to the
release.
The release stated that based upon the re-examined and new evidence,
Prosecutor Negangard made the decision to proceed with the case and called for a
grand jury investigation. Neldon G. “Kenny” Kinsel was subpoenaed to appear
before the grand jury. Mr. Kinsel took his own life on Sunday, April 25, 2010,
just before the grand jury was scheduled to convene.
After the death of Mr. Kinsel, the long-term person of interest in this
case and, based upon the recent investigation, the probable suspect in the case,
Prosecutor Negangard made the decision to close the investigation into Ms.
Slayback's homicide, according to the release.
